  18. <p>     Speculation about when the U.S. and its allies will move
  19. against Saddam Hussein is now rife, and hardly idle. Financial
  20. markets have been rising and falling on nearly every clue and
  21. rumor. The most discussed potential timetables:
  22. </p>
  23. <p>     NOVEMBER
  24. </p>
  25. <p>     U.S. elections are over. There will be nighttime Kuwaiti
  26. high tides and little moonlight at mid-month, favorable
  27. conditions for an invasion. President Bush's promised
  28. Thanksgiving visit could be a trick to lull Saddam into
  29. complacency.
  30. </p>
  31. <p>     DECEMBER
  32. </p>
  33. <p>     Not especially propitious. For one thing, there is the p.r.
  34. problem of launching a war in the holiday season, though the
  35. U.S. went into Panama Dec. 20. For another, some 150,000
  36. additional U.S. troops will not be in place until...
  37. </p>
  38. <p>     JANUARY
  39. </p>
  40. <p>     A lot of smart money is on this month. Top officials in the
  41. U.S. and French governments, among others, are already saying
  42. that if anything happens it is likely to happen then. Patience
  43. with the U.N. trade embargo against Iraq may be wearing thin,
  44. and the armed alliance in Saudi Arabia could be showing rifts.
  45. Action may be necessary to stave off dissolution.
  46. </p>
  47. <p>     BEYOND
  48. </p>
  49. <p>     The picture here, as well as the weather in the Persian
  50. Gulf, turns cloudy. Air strikes become more difficult. Spring
  51. will bring Easter and the Islamic holy month of Ramadan, and
  52. several other reasons for everyone to do nothing. If the status
  53. quo survives until then, all bets are off.
